I doubt if the house is going to toe the senate line on the CIR. The new bill that has been introduced in the House is seen as a rebuke to Bush, directly contradicting the Senate version. I think this CIR will be killed in the house if it somehow passes the Senate.

House minority (Repub) has very little power to block anything. In the Senate, one Senator can hold the proceedings ("filibuster") and kill the entire legislation. That's why they often talk about a filubuster-proof majority in the Senate. House members have no such powers.
In the house the majority party determines just about everything. However, since some moderate dems may not support the immig bill they do need some repub votes even to attain a simple majority to pass the bill. They may try to add more restrictrictive provisions against illegals to get some repub votes.
Eventually , the extreme right wing in the house is likely to go down kicking and screaming.

Actually there is also a severe shortage of Doctors in US. However
unlike "American Academy of Nursing" where medical industry
has strong influence. AMA is for doctors but they lobby for doctors and not
the medical industry and time and again they have acted to:
1) reduced the medical procedures that nurses can do for their own selfish interests
2) deliberatly crafted the residecy rules to make it very hard for foreign doctors to get licensed in US.
3) AMA has a kind of alliance with another very powerful lobby
(pharma Lobby)
AMA (doctors) in turn says that imported drugs from canada are unsafe.
In turn pharma lobby backs the AMA lobby interests.
So what can IV work realistically:
Work against any increase of H1B or try to reduce it.
Work against EB visa grap by Schedule A
They only IV will be heard. Unless you set their houses(vested interests)
on fire then only you will be heard.

I heard from my lawyer today that my LC was finally cleared. When I heard the news, on one hand I felt a sigh of relief, but on another hand I was still feeling angry. It took almost 5 years to get the clearance in spite of being a simple straightforward case. I was simply exhausted with the long wait time and there was simply no energy left to celebrate. Though my LC has cleared, I still would like to join the fight against this injustice. If there is any effort on anyone�s part to address this injustice, I would like to support in any way I can.

Efficiency of processing is a HUGE problem! Why do you think the visa numbers have gone unused? Your statement perplexes me somewhat. The name check isn't the only reason that there are delays. The Ombudsman's 1st 3 annual reports documents where the inefficiencies are.
In reality, its a complex problem that is a combination of many things;Inefficiencies in processing,Retrogression, country limits etc etc

Can we form a Human Chain protest across the major cities of the country at a predefined date and time. for instance, say Nov 9th between 11.AM and 1 PM.
This way more local people, across the country, can participate and as the timing is around lunch hours, I presume many of us can get back to work within the two hour duration.
May be this decentralized & concerted effort in all major cities/states across the country at a specified time may gather main stream media attention.
This is just a thought...

Do I think that its unfair that people (I started my GC in May 04) from 06,07 will clog up queue, yes, but such is life. Can't do much about that can we? So enjoy whatever good is happening. I have same question. I filed I-485+AP+EAD in July fiasco, after one year renewed I-131 (paid the fee then). I remember from that time that I do not have to pay the fee again to renew it. But in the e-file form I am not seeing option to get the waiver. Now I am doubting whether 2nd renewal is free or not?

Once again I urge you to contact IV core ASAP. To start with send PM, ask for their contact number and then discuss the problem. Don't spend too much time on this forum, time is limited. Once you explain the problem to them they may advise you what should be the best course of action. The core may not be directly involved, but at least they may guide you in the right direction.
